Apple has seeded the iPhone OS 3.2 GM SDK to developers ahead of the iPad launch on Saturday.

Does this mean that developers should be seeing iPhone OS 3.2 just now for the first time? About a week or two ago, the App Store (Japan) had an update for Google Mobile (v. 0.4.6.3354), and I noticed in the change notes that it had been "updated to work with OS 3.2", or something like that. I recall being surprised since, at the time, I had not heard any news about 3.2 coming out. Does this mean that Google had advanced access to the 3.2 GM SDK?
