I don't think it will come out in near future.
iOS 8.1.3 only contains insignificant update to iOS 8.1.2 which also released by Apple to patch bugs exploited by hackers to make the jailbreak.
Releasing the jailbreak for iOS 8.1.3 will only make Apple to be aware of the bugs in iOS 8.1.3 and make hackers lose some of their ammunition for next jailbreak.
IMHO, next jailbreak will only come out when major iOS update is happening.
