No it does not. You will need the IPSW for iOS 4.2.1 beta 3.

Hi Jeff: One can jailbreak their iPad on 4.2. Only thing is that it\'s tethered and that can be a nuisance. I know I own an iPad on 4.2.1 and it pisses me off every time I reboot. But hang tight and soon it\'ll be over. Merry Christmas & Happy Holidays.
