Yeah download a iringer (windows) and it puts them into iTunes for u. U don't need to be jailbroken.

I use free program called Ringtonesia ya make Ur own ringtones from what ever songs U have sends it to iTunes for ya just sync that's it, doesn't have to be jailbroken

There are numerous Apps from the App Store that you can download. Most of them are free.
