Will i be able to jailbrake my iphone 3GS if i have updated my phone to iphone os 4.0 beta and the downgraded to 3.1.3?

u probably need to wait for the OFFICIAL 4.0 release in June 2010. Normally You cannot downgrade from ANY beta iphone software. But like with everything it\'s worth a try......let us know if have success!

I did downgrade to 3.1.3 without any problems, but i am still on the same baseband as os 4 beta.

What if you\'ve upgraded iTunes to 9.1.1? Does the new version tamper with the phone or is it possible to downgrade?

itunes 9.1.1 is good with the jailbreak.. Musclenerd confirmed it!

No, Apple no longer signs 3.1.2 so you cannot save 3.1.2\'s

actually, yes you can, even apple is not signing it... you can redirect the signature to saurik and then, instead of going to apple you go to cydia and restore it.. cool yeah.. I am not sure, but here there is a tutorial on how to do it and restore from cydia instead of apple, if not google is your friend
