Breno MacMasi and Paulo Stool from desbloqueiobr.com.br claim to be the first to unlock the iPhone 3G using a SIM Card Adapter similar to TurboSim.
They say, "Our procedure consist in using one SIM adapter to simulate a fake IMSI test card. Instead of the AT&T IMSI like in the universals."

In Europe, at least in Portugal where I bought my 3G, the phones are carrier locked!!
You may buy without a monthly plan, but it stills locked to that carrier you bought from. As mine is.
