Apple Moves Up Release of iOS 13.1 and iPadOS to September 24th

Apple has updated its website to reveal a new release date for iOS 13.1 and iPadOS. Both will be released on September 24, 2019.

The iOS 13.1 software update features general bug fixes and improvements, as well as, Shortcuts Automations and Share ETA in Maps. There's also improved mouse support, HEVC video encoding with alpha channels, and tweaks to various dynamic wallpapers and icons.

Originally, iPadOS was scheduled to launch on September 30th.

With it being that fast I would assume they found a jailbreak exploit they want to patch ASAP in my opinion.
