IPhone 4s - Enable/Disable 3G not there

I'm from INDIA and I have an iPhone 4s Factory Unlocked (Vodafone UK). The cellular settings have UK Vodafone by default and there is no feature to enable/disable 3G which is draining my battery rapidly. These settings are not going away evening if I restore my phone with iTunes. Is there a way so that I can remove these default Vodafone settings?
