ATT unlock 3gs cannot activate

Hi
I have an iphone 3gs which i got unlocked from ATT. But after restore when I am trying to activate it gives me an error saying activation server is temporary unavailable.
Please help me. I tried to restore and even went to factory settings.
But nothing is working.
