Apple is reportedly prepping the final beta of iOS 6.1 for release to developers today or possibly Monday, according to iFun.

Apple seeded beta 4 of iOS 6.1 to developers on December 17th alongside new beta software for the Apple TV and Xcode 4.6 Developer Preview 4.

Changes in iOS 6.1 are thought to be minor with Siri getting the ability to facilitate movie ticket purchasing via Fandango and developers getting the ability programmatically search for map-based addresses and points of interest.

My wife had the same issues with her wifi. I reset her phone to factory setting then restored the phone with the backup. I didn't expect it to work but it did. I hope this helps!
