We've been offering push notifications to Safari users on Mavericks for about a month and a half; however, even those who prefer to use Chrome or Firefox as their default browser can get the alerts in Notification Center. A one time visit to https://www.iclarified.com/push is required to subscribe; however, alerts will continue to appear in Notification Center even if you are not using Safari at the time.
For those who are mobile, the latest version of the iClarified app greatly improves push notifications times. You can get the app from the App Store.

Why would I need the notifications over there when the same info is available using the menu bar icon?
