According to BGR, Apple will release iOS 8 Beta 4 on Monday July 21 to developers. This would be a two week gap from beta 3 to beta 4, where as beta 2 to beta 3 saw a three week gap.
One of our Apple sources has let us know that the company is currently planning on making iOS 8 beta 4 available to developers and testing partners on Monday, July 21st.
BGR has a decent track record with guessing iOS beta releases, however sometimes they can be off by a day or two. Nevertheless, we still expect the fourth beta of iOS 8 to be released sometime around then.
The site claims to have seen the entire iOS 8 beta release calendar, so we'll be sure to let you know of future release dates as they are made known.
