Message: mobile substrate not working

IPad2, broken to iOS7 (from 5) yesterday;
system seems to work mostly, but:
home screen backdrop not showing (grey only);
Activator says Mob.Sub. not installed or working;
but no message indicating am in SafeMode;
attempting to activate SBS drop-down menu causes Safe Mode error message claiming Mob.Sub. "protected" from Spr.Brd. crash, but buttons do not lead either to the Restart or Help actions...
Any useful comments or suggestions?
Redo the jailbreak??
