AT&T has announced 'as a result of ongoing testing' that it will enable FaceTime over Cellular for all customers with a tiered data plan.
This means iPhone 4S customers with tiered plans will be able to make FaceTime calls over the AT&T cellular network. AT&T previously made FaceTime over Cellular available to customers with a Mobile Share plan and those with an LTE device on tiered plans.
Of course, FaceTime over Wi-Fi remains available for all customers who have a compatible iPhone or iPad.
The rollout will start in the next couple weeks and take a few months to complete.
AT&T had previously offered FaceTime over Cellular to just iOS 6 customers with an LTE device on a tiered data plan after intense criticism over its initial decision to make the feature only available to those on Mobile Share plans.

AT&T is full of crap when they know they have the bandwidth to support users. They are extorting their loyal grandfathered customers!

I called AT&T a few weeks ago and customer service agents(more than one) told me starting february they will roll out facetime over cellular to all data plans, I call to activate the feature but told me to wait a few weeks and it will be done automaticaly. I've been with AT&T for over 7 years, and I get excelent customer service everytime I call, hopefully they told me the truth.

They are only don't it because they are facing fierce competition from other carriers, i.e. T-mobile

Look Buy a Verizon iPhone from the apple website! Even if you have to pay full price. Reason being, you can place an AT&T SIM card in a Verizon iPhone but not vice versa. If you look on the back of a Verizon iPhone 5 box it shows that it supports CDMA and GSM. So it works with AT&T, Verizon sprint, tmobile, straight talk, and many more.

Hi All! First all iPads are factory unlocked-AT&T doesn't want you to know that, but they are. If you are Jailbroken currently, or when the new one comes out you can use the Facebreak tweak in Cydia. Your FaceTime will then work over 3G. AT&T has always had the capability to allow FaceTime. I've used this since it came out. I'm on the grandfathered unlimited plan and I assure everyone it works!
