Apple has released Xcode 4.4 Developer Preview for Mountain Lion on the Mac Developer Center.

This is the complete Xcode developer toolset for Mac, iPhone, and iPad. It includes the Xcode IDE, iOS Simulator, and all required tools and frameworks for building OS X and iOS apps. Xcode 4.4 Developer Preview requires OS X Mountain Lion.
