Tom's Hardware has discovered that when viewing photos through mobile Safari, Apple downsamples the images, preventing you from seeing them in full high definition quality.
The mobile version of Safari automatically downsamples any image when it hits the 1024-pixel limit. When an image exceeds that threshold, it's downsampled by every nth pixel, such that n is the smallest divisor that yields an image less than or equal to 1024 pixels.
This is reportedly still happening with the iPad 3 which counteracts its higher quality display. Take a look at the chart below that shows the actual resolution of photos compared to the Safari rendered resolution.
Notably, if you save a photo to iPhoto you are able to view the full resolution image.
