Apple has updated beta.icloud.com to let anyone, regardless of whether they own an Apple device, use Pages, Numbers, and Keynote for iCloud.
A notification banner across the top of the site can be clicked to register for a free Apple account that is needed to log into iCloud and access the iWork apps.
At this point, the feature is only available on iCloud Beta. However, Apple will likely extend it to iCloud.com in the future.
