Apple has released iOS 10 GM seed and macOS Sierra 10.12 GM seed to public beta testers. Just yesterday Apple released iOS 10.0.1 GM seed, tvOS 10 GM seed, watchOS 3 GM seed, and macOS Sierra GM seed to developers.
iOS 10, watchOS 3, and likely tvOS 10 are scheduled for release on September 13th. macOS Sierra is set for release on September 20th.
To get the public betas you must be part of the Apple Beta Software Program. You can sign up for it here.
