Apple has updated the Photos app on beta.iCloud.com with a new design similar to the Photos app for macOS.
The new layout includes a sidebar that lets you select from albums, videos, bursts, and recently deleted; as well as, a thumbnail slider that appears at the bottom of a single image view.
Once the new design has been tested on beta.iCloud.com it will likely become available on iCloud.com.
