Apple has seeded tvOS 13.3 beta 2 to developers for testing. The build number is 17K5440a.
The previous beta of tvOS 13.3 introduced bug fixes and improvements; as well as, a setting that lets you change the top shelf of the TV app to Up Next from What to Watch.
