Apple has released the fourth beta of iOS 17.4 and iPadOS 17.4 to developers for testing.

iOS 17.4 contains numerous changes ahead of the EU's Digital Markets App, as well as, new emoji, hints at significant improvements to CarPlay, and more.
Developers can download the new build at the link below. Alternatively, you can visit the Settings > General > Software Update page and choose iOS 17 Developer Beta from the Beta Updates row.
