Apple has stopped signing iOS 8.3, making restores and downgrades to the firmware no longer possible.
If you want to stay on iOS 8.3 take care that you do not accidentally update to iOS 8.4 because you won't be able to get back to iOS 8.3. However, since there is a jailbreak of iOS 8.4 you aren't at risk of losing your jailbreak after an update.

My 5s was running on 8.4 JB and the battery life was poor. So I downgraded to 8.3 JB and now I'm very happy with the battery life. I was hoping 8.3 was still open until the iOS 9 release.

I happen to like 8.4 just fine. Nothing wrong with not downgrading anymore.

My 8.4 is working fine, maybe your battery performance is just aging.

iOS 8.4 is still new and has battery problems. We want 8.3, what's with that?
