Lingual is a new tweak by the CodeThemed team that adds translate functionality to Siri.
Translate to over 30+ languages using Siri. Created by the CodeThemed team, designed by Mazalthan and developed by TheNickF
To use, say to Siri: "translate something to [language]" or "what's something in [language]". For example, "what's how are you in Spanish?"
Lingual is made possible thanks to AssistantExtensions which has built-in support for tweeting, searching YouTube and more.

What Will take apple to implement spanish in to siri. if I'm not wrong there 25 to 30 % spanish people using iPhone

They never said they will not, they said Spanish and other languages are coming this year, Siri has just been pulled out, there's a lot of stuff yet to come.
I'll quote Apple: "In 2012, Siri will support additional languages, including Japanese, Chinese, Korean, Italian, and Spanish."

Technically, Siri is still in Beta. Seems odd with the worldwide release and all the attention but it's not a finished product. I'm sure the other languages are part of that.
It's amazing how much the jailbreak community has already added to siri that apple could not or has yet to.
