Apple has reportedly released iOS 6.1.3 which fixes a lock screen passcode bug and brings improvements to Maps in Japan.
iOS 6.1.3: This update contains improvements and other bug fixes including: ● Fixes a bug that could allow someone to bypass the passcode and access the Phone app ● Improvements to Maps in Japan
We haven't been able to access the update yet on either our mobile devices or via the web; however, MacRumors captured the Software Update screenshots below...

That's good....But still problem with UAE networks all problem many places range droop again not connecting...services center says apple is working on it for new update...don't know when will be solve...

Forget jail breaking on 6.1.3, don't upgrade if you did the window for 6.1.2 is still open for now, I just restored back to 6.1.2 6 hours after 6.1.3 came out.

I didn't do it and I don't think there's any point if I don't have a iPhone and don't live in Japan
