Apple has stopped signing iOS 11.3.1 which means that downgrading or restoring to that firmware version is no longer possible.
Currently, Apple's latest firmware is iOS 11.4 and developers have been seeded with iOS 11.4.1, as well as iOS 12. If you accidentally update or restore, you'll find yourself on iOS 11.4.
Those interested in jailbreaking should make sure to remain on iOS 11.3.1. CoolStar recently announced that an Electra jailbreak for iOS 11.3.1 is coming soon. The jailbreak is based on a tfp0 exploit recently released by Ian Beer.

Alternatively, if you're jailbroken and saved your SHSH2 blobs, got the nonce in the hash file - open it with text editor - in order to set it in the NV-RAM, you can use futurerestore to update to iOS 11.3.1 once Electra gets updated.

*SEP is compatible with iOS 11.4. Seems like only the iPhone X has issues using this tool.
