I'm not sure if I understood your question right - do you mean to ask if shsh blobs of ios 5.1.1 wierd on all versions of ios for the specific iPad 2 ?
If that's what you mean to ask then I'm afraid the answer is no. SHSH blobs of ios 5.1.1 will work only for ios 5.1.1 of that specific iPad only.
By specific I mean only that iPad 2 whose shsh blobs are available and not any random iPad 2.
