I have an unlocked iPhone 3GS running iOS 4.1 with the 06.15.00 iPad baseband. Is it possible to upgrade to a newer version of iOS, and what is the correct process?

Yes, the iPhone 3GS can be upgraded to iOS 6.1.6, which is the final official firmware released for this device. Because your iPhone has the 06.15.00 iPad baseband, you cannot use a standard iTunes restore without encountering errors. You first need to use a utility like Redsn0w to downgrade the baseband to 05.13.04. This is a critical step because the iPad baseband often breaks GPS functionality and prevents normal software updates. After the baseband is downgraded, you can proceed with the iOS 6.1.6 update in iTunes. If you require a carrier unlock, you will need to use UltraSn0w from Cydia after the update is complete. If you want to jailbreak iOS 6.1.6, you can use the p0sixspwn tool to achieve an untethered jailbreak.
