Stuck on activation after update

Anyway to downgrade or restore an iphone 3gs with iOS 6.1.3 BB 6.15.00?
I'm stuck on activation after upgraded with itunes. can't do with redsnow or even restore with itunes.

Firstly is your iphone unlcoked? if it does you have to downgrade you BB to 5.13 in order to thenter jailbreak your iphone, you have to use redsonw to do this....but it only work on new bootroom....other insturction I will feeback after you answer my question.
