Downgrade 4S from 7.0.4 to 6.1.x

Is there any way to downgrade the OS on an iPhone 4S running 7.0.4 to 6.1.x? The phone is factory unlocked from Apple, used overseas. Not happy with iOS 7 and want to downgrade to 6.x.x.
