Wait, are you sure you didn't mean to say this? "Developers know from painful experience that Apple dictate what apps get approved or not leads to inevitable chaos and greatly hinders the enhancement and progress of the platform. If dependent on the App Store approval policies, developers can only take advantage of platform enhancements at Apple's whim. If the developer, for example, chooses to update an App, it might be rejected without appropriate rationale and communication, leaving users... well, not so happy. Developers SHOULD NOT be at the mercy of the App Store deciding if and when an app/update will be approved."
