iOS tweak developer Evan Swick has posted an image of Picture-in-Picture running on his iPhone 6.
Picture-in-Picture is a new feature released by Apple with iOS 9; however, it only works on the iPad. Presumably, the new iOS 9 jailbreak from Pangu made it possible to get the feature working on the iPhone.

Open MSN or YouTube app, use full display and you'll see the Picture and Picture option. Hit home button and open another app, you can move the video around while you use another app. No tweak, it's built in.
Because it takes a lot of processing power. And iphone battery life sucks. So if they do that, they will sacrifice battery life which is bad for the reviews. They are playing safe.
