Restore A5 device (iphone4S) to 5.1.1

If I have an iphone 4S running 5.1.1 and I have the SHSH blobs either saved locally via Tiny umbrella or on Cydia, can I restore to 5.1.1 should the need arise or will it automatically update me to 6.1.3 or whatever the latest iteration of iOS. ??
Can I restore without the above items with redsn0w ?
