Can you upgrade to ios 6.1.2 when the ios 7.0.4 is out?

I have an iphone 4 ios 5.1.1 . I want to upgrade it to 6.1.2 because it offers more apps but not 7.0.4 because it slows iphone 4. Can i do this? If yes how? (i've tried restoring with itunes shift+restore with the ipsw but the 3194 error shows up) Thanks for reading!

If you are jailbroken and your shsh blobs are saved remotely, meaning you backed them up using a tool like Tinyumbrella, then you would be able to upgrade to 6.1.2.

I have gone from 5.1.1 to 6.0 and back to 5.1.1

If you are running 5.1.1 I would stay.

You can port siri using bassamkassems repo which only is really good for voice dictation, using googles API. Wordjelly

If you didnt save your shsh blobs then they were lost with Cydias server issues (see link)
