WiFi & BLUETOOTH NOT WORKING

I HAVE DOWNLOADED ios 7, BUT AFTER SOME DAYS MY PHONE'S WiFi & BLUETOOTH IS NOT WORKING. TO WHOM I SHALL CONTACT FOR GET IT REPAIRED?
I WANT TO DELETE FEW DOWNLOADED APPS FROM PHONE, SO THAT I CAN FREE SOME MEMORY N AGAIN DOWNLOAD SOME MORE USEFUL & IMPORTANT APPS.
WHAT PROCEDURE SHALL I ADOPT TO DELETE EXISTING i.e. DOWNLOADED APPS ?
KINDLY HELP ME SOLVE THESE TWO PROBLEMS.

Actually I forgot to mention model of my phone. Its iphone 4s
