does this mean we can call anywhere in the US and CANADA for free? also, is there anyway to get around this with an IPA file if i live in canada?

Try searching for it in iTunes on your Mac (or PC). For some reason, it does not show up in the App Store app.

I just downloaded in on iPhone4 through app Store. Just searched for "Google Voice"

If you can't find it in the app store, search either 'google-voice' or 'googlevoice'.
