While a big rework could be possible the two cloud features mention is hardly calling for reworking of the OS, sounds more like two new apps...
If Apple are going to rework anything it's the notification system and maybe add more functionality to the homescreen/springboard

carriers better start getting ready to bring back unlimited data since all this thing about the cloud will consume a lot of bandwidth......2gb wont be enough......everything will be going back and forth between the cloud and the device,,,,,, mp3, documents, videos photos etc.

Agreed... but unlikely to bring back unlimited plans with the telephone companies..
....but what if Apple opened their own cloud data service for iOS only?

The providers will just release a special 'iOS 5 unlimited data plan' similar to a lot of the UK tethering plans which will cost an extra £5 on top of your monthly plan.
