no its update...but u can get back to 4.3.3 without shsh and make untethered.

The iPad baseband update was removed after 0.9.6 in the early versions (it's also not listed on 0.9.6rc19). Grab 0.9.6b6 to update the 3GS to 06.15.00 baseband. I just went through the same thing last week and downloading an older version was the only working solution.
