Apple has released a new beta of iOS 6 to developers for testing, according to MacRumors.
The site reports that some devices are receiving an over-the-air update that weighs in at 332MB for iPhone 4S users.
We have not yet received an over-the-air update and Apple's developer site hasn't been updated with a new beta; however, that it should appear shortly.
Update: Developers can now get the update from here.

What kind of animation? Is it the boot up animation when you turn the phone on?

The cog wheels on the Settings icon spin while downloading the update. I am not sure if this goes for the icon on the springboard though, but I know it does it on the Software Update view.

Maybe this is a preview of things to come with icons - I would like to see live weather on the weather icon.

I have a live weather icon, it's called a window. It's great it shows you exactly what the weather is like outside and is never wrong!
