Those BO:2 effects were made available when the game came out which was like mid-Nov of last year. I dunno why they keep adding OLD changes to the CURRENT changelog. Maybe to make it seem like they're actually doing something? Read: New release, new attention. New cash. Even if nothing has ACTUALLY been changed in the "new version"; not even the changelog. Ah yes. Fun tactics of deceit. The wool is over mine eyes.
