Ok guys listen carefully!!
the jailbreak is not 100%..there is lot of issues going on..it's leaked jailbreak...some people reported freeze...recovery mode...and stuff like that..olso I am pretty sure this is the last jailbreak you going to see.

When I jailbreak my iPhone 5 on 6.1.4 hopefully within the next week, will it be possible for me to keep the old 1.1.8?

It depends on which tool you use to jailbreak. If the jailbreak tool includes Cydia 1.1.8, you can keep that version (make sure not to update).
Of course, your jailbreak could package 1.1.9.
