I can't see "Check for updates" on the summary page, but only can see "Update" button. How can I update the carrier settings?

Make sure that iTunes is not running while you initiate the command. ALSO make sure you leave the parenthesis a.k.a. " in place right where they are, or you will fail. ALSO make sure you reboot your iphone after the changes, Assuming you are able to update the IPCC file correctly.

itunes is not running when I do the command and it doesn't fail because it goes to the next line just as in the picture but as soon as I try and update with the carrier it gives me an error
