my iMessage still Waiting for activation since I updated, I had restart my i5s and reset network setting but still doesn't work.

They did several betas of iOS 9.3 prior to release. They had thousands of testers using the betas so what you said already happened.

No. It wasn't too long ago when apple said they'll be working on the path. This one here the article mentioned was probably involved before this was even mentioned.
