Saurik has announced that the Cydia Store is now up and running for iOS 9.2 - iOS 9.3.3. He's also announced a new self service refund feature that lets users return purchases within one day if they are not satisfied.
Cydia now allows self-service refunds within one day of purchase if the package has been uninstalled; also: the Store is now up for 9.2/9.3.
Developers will need to mark their tweaks and apps as compatible with iOS 9.2 - 9.3.3 before you can purchase them.
(To be clear: Cydia now allows developers to mark products as compatible with 9.2/9.3; until each developer does, you can't just buy stuff.)
