I have a backup of SHSH blobs for iOS 5.1.1 from an iPad 2 and want to know if these blobs can be used to restore or downgrade other iPad 2 units to that same firmware version.

SHSH blobs are unique to each individual device and cannot be shared between different iPads. They are cryptographically tied to a hardware identifier called an ECID (Exclusive Chip ID). This means you cannot use the SHSH blobs from one iPad 2 to restore another iPad 2, even if they are the exact same model. To restore to a specific firmware version using blobs, you must have saved them specifically for the device you are trying to restore while Apple was still signing that firmware version.
