How can I update an iPhone 4 from iOS 5.1.1 to iOS 6.1.2?

I am currently on iOS 5.1.1 and need to update because many apps now require iOS 6 or later. I downloaded the iOS 6.1.2 IPSW file, but when I try to install it, iTunes says this device is not eligible for the requested build. I would prefer to update to 6.1.2 rather than 6.1.3 or iOS 7. Is this possible?

Updating to a specific firmware version like iOS 6.1.2 is only possible if Apple is still signing that version or if you have previously saved SHSH blobs for your device. Since Apple has stopped signing iOS 6.1.2, iTunes will check with Apple's servers and block the installation, resulting in the eligibility error you are seeing. Without saved SHSH blobs, your only official update path is to the latest version supported by the iPhone 4, which is iOS 7.1.2. If you were previously jailbroken on iOS 6.1.2, you might have blobs saved on Cydia servers or locally via tools like TinyUmbrella or iFaith which could allow for a restore using a stitched custom IPSW.
