After performing the Pangu jailbreak on my iPhone 5c, I am unable to manage cellular data usage for individual apps. When I toggle an app to off, the setting does not save and it switches back to on automatically.

This problem usually stems from a permissions issue with the preference files that manage cellular data after the jailbreak process. The first step you should take is to reset your network settings by going to Settings, General, Reset, and then tapping Reset Network Settings. Your device will reboot, and you may need to re-enter your Wi-Fi passwords. If the toggles still do not stay off, you can use a file manager like iFile or Filza to navigate to the system directory at /var/mobile/Library/CellularData/ and ensure the settings files are not set to read-only. In some cases, updating the Pangu untether package through Cydia or reinstalling Cydia Substrate can also resolve this bug.

This issue is often related to corruption or a permission lock on the cellular usage database. You can try to resolve this by using iFile or Filza to navigate to the preference folders and checking the database values. Some users have found success by changing specific database entries to 0 and rebooting. However, before modifying system files, it is highly recommended to try a network settings reset by going to Settings, General, Reset, and selecting Reset Network Settings.
