Safari Downloads Stuck With .download Extension on macOS Sequoia

I am experiencing an issue on macOS Sequoia where Safari downloads complete but fail to remove the .download extension. The system reports that it cannot move the file to complete the process. This happens with various file types like .zip and .dmg. How can I fix this download error and restore correct file permissions?
It is fixed just fix your permissions in the downloads folder make sure it is full permissions (read and write) to all users available like:
_messagebus
admin
eliekhalil (Me)*
everyone
when done click on 3 dots next to "-" and select apply to enclosed and try again
*this is your username of macOS

This issue usually occurs due to a permissions conflict in your Downloads folder on macOS Sequoia. Follow these steps to resolve it:
1. Open Finder and go to your home folder.
2. Right-click on the Downloads folder and select Get Info.
3. Click the Lock icon at the bottom right and enter your password to allow changes.
4. In the Sharing and Permissions section, ensure your user account is set to Read and Write.
5. Check that the staff and everyone groups have at least Read only access.
6. Click the Action menu (three dots icon) at the bottom and select Apply to enclosed items. Confirm the action in the pop-up.
7. Restart Safari and attempt to download the file again.
This should allow Safari to successfully rename the temporary .download file to its final format once the download is complete.
