Walmart will be offering the iPhone 5s for $127 as well as the iPhone 5c for $27 -- when signing a 2 year agreement with AT&T or Verizon. Walmart previously offered the 5s for $189 ($199 form Apple) and the 5c for $47 ($99 from Apple). During black friday, the carrier offered a $50 gift card with any purchase of an iPhone 5s and 5c.
In addition to the iPhone promotion, the 16GB iPad Mini will be available for the regular $299 price, but you can receive a $50 Walmart gift card with a purchase. $30 iTunes gift cards will be on sale for $25.
The promotion kicks of Friday morning (8AM local time) and will run through December 24, while supplies last.

You can get deals with a contract, but not everyone is qualified. It is similar to how car manufacturers offer low interest to lure customers, knowing that credit scores vary. Please write more about the upcoming jailbreak.
