Apple has quietly raised the maximum amount of iCloud contacts allowed to 50,000 -- doubling the previous limit of 25,000. A support document edited on May 14, 2015 made note of the changes (via iFun.de).
iCloud contacts can be synced across all your devices including iPhone, iPod, iPad, Mac and PC, and can be accessed from any browser at iCloud.com
While Apple upped the maximum contact limit, other limits such as the maximum number of calendars, reminders, and bookmarks have remained the same at 25,000.
Contacts ● Total number of contact cards: 50,000 ● Maximum size of a contact card: 256 KB ● Maximum size of a contact photo: 224 KB ● Maximum size of a contact group: 256 KB ● Maximum size of all contact cards: ● Card text: 24 MB ● Card photos: 100 MB ● Supported file types for a contact photo: JPEG, BMP, PNG, GIF ● vCard import limits: ● Total number of vCards: 50,000 ● Maximum size of a vCard: 256 KB (photo + text) ● Maximum photo size for a vCard: 224 KB
All iCloud users get 5GB free of storage, and while contacts, calendars and reminders do not directly count against your free storage, they are included in iCloud backups which do count against your free 5GB (Your 5GB of storage is used for Mail, Backup, iCloud Photo Library, and iCloud Drive).

50,000 songs would make more sense, I'll even delete my 40,000 contacts and forget about them! LOL, This is so stupid the only reason that they did it is because nobody will be using that memory unless it's some kind of customer service business that have that many contacts and even then I don't see them using an iPhone for that.
