I am currently running iOS 6.1 on my iPhone 5 and would like to update to iOS 6.1.2 to use the untethered jailbreak. Can I still update to that specific version, or am I forced to upgrade to the latest firmware? I am having stability issues and safe mode crashes on my current setup.

Generally, you cannot update to a specific older firmware like iOS 6.1.2 once Apple has stopped signing it. Apple typically closes the signing window for older versions shortly after a newer update is released. If you attempt to restore to an unsigned firmware version via iTunes, you will encounter an error. For an iPhone 5, you can only restore to firmware versions that Apple is currently signing. If your device is crashing or entering safe mode, it is likely due to a conflicting jailbreak tweak. You should try removing recently installed tweaks to resolve the stability issues.
